The Project objectives comprising the enhancement of the existing facilities within the Nile Forecasting Centre (NFC) to make it capable in setting scenarios for risk assessment due to floods droughts and climate change. This enhancement is approached by:
My responsibilities started since early stage of the project appraisal till the inception phase and continues intro the implementation phase. I am responsible for the climate change impact assessment component in addition to leading the team to implement the rest of the activities and coordinate with different stakeholders involved in the project.
Dec. 1999 till Now Manager of the Nile Forecast Centre, Planning sector of the Ministry of Water Resources and Irrigation
Engaged in the process of Monitoring, Forecasting and Simulation of the Nile flows, through the use of modern technology. The centre deals with estimating the rainfall over the Nile catchments area using remote sensing. Different techniques are used for rainfall estimation, like Nile climatology, Tri-sat method, and microwave methodology. The simulation of the behaviour of the catchments using mathematical models is used. An Extended Stream Flow spandiction (ESP) is used to calculate the flows that are supposed to arrive to Egypt. My responsibilities within the centre include managing all technical, financial and administrative aspects to run the centre with full Egyptian Expertise. And include also enhancing the existing facilities, day-to-day management of the component activities, spanparation of progress reports, review and follow-up of work done by staff as well as consultants. My main achievement in the centre is operating and maintaining the centre without need for expatriates advise for the first time since ten years, in addition to building the local capacities and expertise within the centre that enabled its staff for further development and enhancing the existing facilities. 1993 till 1999 Civil Engineer, Team Leader of the Nile forecast centre, Planning sector of the Ministry of Public works and Water Resources
Engaged in the establishment of the Nile forecasting centre within the planning sector and implementing its system. This establishment included setting specifications for construction the centre and HW and SW procurement. My responsibilities include different operations within the centre to keep it in a sustainable manner. I am supervising a staff of 5 qualified engineers. The centre plays an important rule in water resources management in Egypt and different Nilotic countries. The tools that are available within the centre are of importance for development of Egypt and different Nilotic countries. The tools include one of the best-developed databases within the Nile basin, scenario analysis for water resources planning and management within the basin, tools for flood forecasting, decision system for operating the High Aswan Dam and different dams within the Nile basin. Some of these tools rely on the use of remote sensing for estimating rainfall. The remote sensing techniques are used extensively within the centre as a tool for doing the best estimate of rainfall over the Nile Basin catchments area. Other tools include a set of hydrologic models that simulate the nature within the Nile basin.
From 1/10/1997 till 7/7/1998 Assistant Component Manager of the NAWQAM (National Water Quality and availability Management) within the planning sector of the ministry of public works and water resources
The goal of the NAWQAM Project is to reach “an effective and coordinated national system for sustainable water resources management”. The purpose is to help “GOE institutions acquire the capacity to manage the water resources from a national perspective, using collaborative techniques and necessary stakeholder involvement”. Three specific outcomes have been identified for the Water Availability Management Component to be achieved by the end of the project. These are:
My responsibilities included day-to-day management of the component activities, spanparation of progress reports, review and follow-up of work done by staff as well as consultants. I have participated heavily in the development of the component activities documented in the component inception report and work plan.
1/11/1997 - 31/12/1997 Appointed to be a Member in the project management companies’ span-qualification committee
The committee’s main task was to set criteria for span-qualifying the 63 company who showed interest to be short listed within the MWRI to manage its national mega projects that are under construction now like El-Salam canal project, south valley project and new barrages. My responsibilities within this committee were to set criteria for choosing the qualified firm who can have the role of respansenting the ministry and managing these projects on its behalf. The set criteria considered the firm’s experience in similar projects, its financial capabilities, its market share, its personnel experience and qualifications, its adherence with quality management, and some other criteria.
1/9/1996 - 31/10/1997 Awarded a scholarship from the British council to study master at the University of Manchester Institute of Science and Technology (UMIST)
I was one of the selected 50 out of 250 short listed candidates to study Master in the UK. The course of study was about Management and Implementation of Development Projects (MIDP). It dealt with many subjects like engineering project management, environmental impact assessment, infrastructure development in developing countries, quality assurance and quality management, human resources management, project design and development agencies, decision taking process and other subjects. The dissertation thesis was about development of quality in the Middle East Construction Industry. I came one of the top 10% in my class.
1/1/1993 till 31/8/1996 Assistant team leader, Nile Forecast Centre I participated in implementing the Nile Forecast Centre and its different tools for managing floods over the Nile basin and estimating the amount of water that arrives to Egypt with as lead time as possible.

The Planning Studies and Models Project funded by USAID In that centre I was responsible for the system administration of the Novel network besides DEC stations “UNIX based” network. Also I was involved in implementation of water management model and planning information system for the planning sector. Other Duties and responsibilities included:
- Data collection and analysis of the Nile River flow time series.
- Producing rating curves for the main hydrological station on the river.
- Issuing monthly flow forecasting using a state of art model based on stochastic approach.
- Using statistical package to perform some statistical analysis for the river flow time series.

Projects included GIS modelling, contracts administration and the supervision of the civil works of a multi-disciplinary and multi-national project that executed by national and international companies. All these works executed according to DIN, BSI, Egyptian and ACI standards.

July - Sept. 1998: Attended a 2 month training and research programme at Georgia Tech university in Atlanta - USA. The programme concentrated on the control system of the Nile river and setting different scenarios for the development of the river.
